Fascinating! But also utterly ghastly! Police, teachers, NHS workers etc...will probably have the option of union advice on complaints, and the possibility of baseline legal support. But to have immediate (and paid upfront?) legal representation (fees undisclosed senior advice) just sounds plain barmy. If this is how the Church system works, then it explains lots of anomalies and problems. Bishops will surely be disincentivised from informally offering apologies, or accepting responsibility for errors and negligence. Whatever their guilt or innocence, there may be every incentive to hold out, and go into formal hearings.

Safeguarding needs to be outsourced to a completely Independent professional body. The bishop of Newcastle's letter demonstrates that the archbishops and bishops are 1) blatant in using their power, and 2) protecting each other, whilst disregarding review recommendations.
I would like to read the Rushton Review. Is it not in the public domain?
This just needs to stop.
